Due to human (non-bot) spam the first contribution of a user has to be reviewed and activated manually, all further contributions do not require this.
As long as a user does not have at least one reviewed and activated contribution, the user is unable to edit his profile, set a avatar, title picture or a signature.

Looks like one of the developers helped sort out the issue! It was related to some missing requirements. The details are on that Github link. Sounds like it's prompted them to update the requirements on Steam though. Thanks for your help Kye!

Steps to reproduce:
- On a Windows Server 2019 machine install Eco server from steamcmd.
- Go to folder containing EcoServer files.
- Run EcoServer.exe.
Console app shows some initial progress then throws an exception and crashes. The text quoted above is found in the Dump folder.
