The numbers need both to be the same and divisable by 4 each. Numbers over 200 are not supported sized and will make you loose any eligibility to get support.
After changing it, you'll need to remove your old save to have it generate a new one. 100 x 100 = 1km², 200 x 200 = 4km²

You could try to update from 8.3.3 to 9.0.5 and then go from there, but I can't guarantee this will work.

There is a very rare, known unity bug that causes this behaviour on specific configurations. Unfortunately this can only be fixed with a stable update of our engine unity. I'd suggest to refund the game if you cannot wait until we get such an update and can roll it out. That won't work as when you put Steam in offline mode, you need to login to your SLG account in Eco, which requires an SLG account and an internet connection.

That works as intended, recipes with yellow borders do not benefit from resource cost reduction.
