How do I get access to the mod developer tier
Developer Tier?
As long as a user does not have at least one reviewed and activated contribution, the user is unable to edit his profile, set a avatar, title picture or a signature.

We don't have a rank for that on here yet, if you are referring to the "Mod Developer" rank (that's not dev tier), that is given manually after you released and supported a few mods.
